The three constraints
A data center site fails on one of three things. We report all three from the primary record.
Power
Your position in the interconnection queue, the headroom at the serving substation, and the upgrade schedule that actually gates energization. We translate that into a realistic range of months to energization rather than a utility's stated intent.
Water
Priority date and seniority of the rights attached to the parcel, and whether they are legally transferable from agricultural to industrial use in that state's regime. We separate paper rights from physically available supply in a constrained basin.
Permission
The jurisdiction's actual decision record, what it has approved, denied, and deferred, plus live state legislation and any moratorium in force or proposed. Stated policy matters less than the pattern of votes.
What you receive
Not a dashboard or a subscription to software. A sourced evidence file on one location, written to be read by an investment committee and defended line by line.
- Power signal
The serving electric utility, the relevant ISO or RTO, and the state large load interconnection rule with its MW threshold.
- Local approval
Whether the location sits in an incorporated city or unincorporated county, which body holds zoning authority over land use, and any data center specific ordinance on the books.
- Moratorium flag
Any active or proposed moratorium or large load restriction at the state, county, or municipal level.
- Water
The water rights regime that governs the location and the groundwater conservation district, where one exists.
